Welcome to the official site for the Rose Classic Atlanta. Rose Classic Atlanta will be hosting this event at Langston Hughes High School and Price Middle School - from September 7th thru Oct 12.
The Rose Classic Atlanta brings together many of the nation's top Club, Travel & AAU programs to compete on a highly visible stage.

The 2013 event will include up to 1 division - 18u. Each age group will include up to 10 of the top  teams from across Georgia and surronding area, bringing some of the top competitors to center stage.

While considerable attention will be focused on the top prospects, the Rose Classic Atlanta also provides coaches, spectators and fans with a tremendous opportunity to scout the up-and-coming talent. Basketball Tournament Rules and Regulations

 

RULES AND REGULATIONS 

The basic rules and regulations for the 2013 Nike Rose Classic fall league basketball event will be the same as those utilized by the Georgia High School Association. Listed below are rule modifications and/or highlights. 

 

TEAM COMPOSITION:

Teams may be composed of girl players from anywhere.  

 

PLAYING RULES

 

GAME LENGTH:

Games will be two 20-minute running time halves, with the last one minutes of each half being stop time on every whistle. 

In the event that games fall too far behind schedule, we reserve the right to eliminate the one-minute stop time at the end of the first and second halves. 

The clock will remain running during the final one minutes of the second half if a team is ahead by 20 points or more. 

 

HALF TIME:

Half time will not exceed five minutes. 

 

TIME OUTS:

Each team will be awarded two 45-second time outs per game. Unused time outs cannot be carried over to the overtime period. Each team will be given one time out for the first overtime period. 

 

OVERTIME:

If the score is tied at the end of the regulation period, the teams will play a sudden death period (with no time on the clock). The first team to score will be declared the winner. 

 

WARM UPS:

Each team will be given a minimum of three minutes to warm up prior to tip-off. More time will be allowed whenever possible. 

 

START TIME:

We are operating on a very tight time schedule. Therefore, game time is forfeit time. The Site Supervisor will make the final decision on game forfeitures. 

FREE THROWS:

Bonus shots will be awarded on/after the seventh team foul, and the double bonus will be shot on/after the tenth team foul per half. 

EQUIPMENT:

The NRC has adopted the rules and regulations of the NFHS that pertain to legal and illegal equipment. Please refer to the National Federation of High Schools basketball rule book for clarification. If you have any specific equipment issues, please contact Coach Hubbard or Coach Austin. Some of the more common questions asked relate to earrings, casts, headbands, wristbands and various medical devices check NFHS Rules Book. 

 

BASKETBALLS:

All games will be played with Nike basketballs that will be provided. 

 

UNIFORMS: Uniforms will be provided by Nike. 

 

FIRST AID: Teams are responsible for supplying and administering their own first aid. A trainer will be on-site. 

 

OFFICIALS:

Two certified officials will be assigned to each game. 

 

SCOREKEEPERS:

Scorekeepers will be provided by NRCFL staff. 

 

FORFEIT POLICY:

Forfeiting a game in any NRCFL event will place your team on probation and there will be a $100 fine assessed. This fine MUST be submitted to the on-site coordinator. Forfeiting a second game will automatically SUSPEND your team (including all coaches and rostered players) for the remainder of the league and from any subsequent NRC events for a period of one calendar year. There will be an additional $100 fine for EACH forfeit. GET TO YOUR GAMES! 

 

CONDUCT ISSUES:

Upon the recommendation of the NRC Basketball Committee, sanctions may be imposed on any team, coach, player or spectator for unsportsmanlike conduct or other actions considered detrimental to NRC basketball. 

 

EJECTIONS:

A player or coach issued their second technical foul in one game will be disqualified for the remainder of the game and for the following game. 

Any player, coach or spectator ejected from a contest for flagrant unsportsmanlike conduct will be ejected for the remainder of that play date and the following play date. Some examples of "flagrant unsportsmanlike conduct" include but are not limited to fighting, repeated verbal abuse, intentional actions that inflict or intend to inflict bodily harm, cheating (such as use of a declared ineligible player), repeated use of profane language, etc. The Protest Committee may review the disqualification only if the situation merits further consideration. Any ruling by the Protest Committee is final. (The Protest Committee consists of the Site Supervisor, a NRC staff person and the Supervisor of Officials.) We reserve the right to issue more severe disciplinary action if deemed appropriate.

Other situations will be ruled upon by the game officials and/or the Site Supervisor

All individuals who engage in coaching activities at NCAA certified events must be approved through the NCAA Participant Approval Program administered by First Advantage prior to participation. Event operators are instructed to require coaches to show a State or US Government issued picture ID during their event check-in procedures to ensure that only approved coaches are granted the ability to participate.

Previously when completing the First Advantage application, a randomly selected 10 question quiz served as the educational component.  That test has been replaced by a more significant educational component on a separate website - The NCAA Eligibility Center Coaching Education Course; a FREE course developed by the NCAA Eligibility Center and the National Federation of State High School Associations.  Click the link below followed by “Please Login to Order”, then click “Register Now” to create your account.  After you register, click “Order Now” to begin taking the free course.

Rules Education for Coaches of Prospective Student-Athletes

A coach or team administrator will need to register their team in the NCAA Basketball Certification System(BBCS).  The entire team needs to be entered along with the coaches and their approval numbers.  Once the team information has been entered, the team will need to “opt in” to the event(s) in which they would like to participate.  This can be completed by clicking “edit team events” on the team page in the BBCS.  We will have every approved event posted and the coach/team administration will need to put a check mark next to the event and click the save button.
